A Brief Profile of Alex Obote-Odora
Dr Alex Obote Odora is Executive Director at Alternative Policy Forum, an independent and non-profit Think-Tank. Its mandate includes researching and developing policies for a Rule of Law – based post-Museveni Uganda. It focuses on developing policies on Electoral Reform, Land, social, economic and legal issues with a view to creating conditions for a better and more inclusive nation. Alternative Policy Forum recognizes that it always seems impossible to undo three decades of Museveni’s misrule but we believe, with good policies, it can be undone. Nelson Mandela prophetically opined: “Fools multiply when wise men and women remain silent”. Alternative Policy Forum seeks to empower Ugandans and provide venue for wise men and women to shout from the mountain top and to be heard.
Previously Dr Obote Odora was a Legal Consultant at the Independent Legal Consultancy in Stockholm, Sweden; a Senior Advisor and Chief of Appeals and Legal Advisory at United Nations International Criminal Tribunal for Rwanda (UNICTR). Prior to working at the UNICTR, Dr. Obote-Odora taught law at the Universities of Stockholm and Swaziland; and a visiting scholar at a number of universities and institutions including at Dag Hammarskjöld Foundation in Uppsala and Raul Wallenberg Institute in Lund. Dr Obote Odora practised law before the High Courts of Zambia and Uganda. He is an advocate of good standing.
Dr Obote Odora holds a doctorate of law (LLD) from the University of Stockholm, specialising in International Humanitarian and Criminal Law; (LLM) from the same university and specialising in the Laws of War; an LLB (Hons) from Makerere University (Uganda) and Post Graduate Diploma in Legal Practice (Law Development Centre). Dr Obote Odora conducted a post-doctoral research on the Law of War and Terrorism as a resident Scholar at the Office of Legal Affairs, United Nations, New York, and at Aristotle University, Thessaloniki, Greece.
Dr Obote Odora has written widely in areas of international criminal law, international humanitarian law and human rights. His peer-reviewed articles have been published in a number of international journals, including The American Society of International Law; New England Journal of International and Comparative Law; International Criminal Law Review; Criminal Law Forum; The Law and Practice of International Courts and Tribunals; University of Stockholm Law Journal (Juridisk Tidskrift); Nordic Journal of International Law and The University of Miami International and Comparative Law Review, to mention but a few. His recent book is How Gangster Regimes Undermined Justice in Uganda (2018).
